Counter with Sink in Private Office

If there's a counter / cabinets with a sink in a private office used by one person, does that counter and sink need to be accessible?

It's not a workstation or work surface. It's a wet bar as defined in the California Building Code - "An area or space with a counter equipped with a sink and running water but without cooking facilities"- that a manager wants in their office and will exclusively be used by them.

The way I read code, it needs to be accessible due to that sink being there and it not being a workstation, but I see the logical argument of it being only used by one person who wants the counter higher.
 
If it’s exclusively used by one employee within their office, then why can’t it be a “workstation”? For example, is the employee bartending for clients, like Mad Men?

From the CBC 202 definitions:

[DSA-AC] An area defined by equipment and/or work surfaces intended for use by employees only, and generally for one or a small number of employees at a time. Examples include ticket booths; the employee side of grocery store check stands; the bartender area behind a bar; the employee side of snack bars, sales counters and public counters; guardhouses; toll booths; kiosk vending stands; lifeguard stations; maintenance equipment closets; counter and equipment areas in restaurant kitchens; file rooms; storage areas; etc.

Yeah, I reread the definition and I misread something. Really, my concern is I know they're going to use it as a break room after they get the CO (which does need to be accessible), but that's a different topic.
