Can a covered mall span multiple lots?

Existing situation where they want to establish new lot lines through an existing mall. We kind of already have this with anchor stores, (which get separated by fire walls or barriers per 402.4.2.2) but I do not believe there is normally a lot line there, just a lease line....Further muddied by:

706.1.1 Party walls. Any wall located on a lot line
between adjacent buildings, which is used or adapted for
joint service between the two buildings, shall be constructed
as a fire wall in accordance with Section 706.
Party walls shall be constructed without openings and
shall create separate buildings.
Exception: Openings in a party wall separating an
anchor building and a mall shall be in accordance with
Section 402.4.2.2.1.
Which says that it needs to be a FW when there is a lot line but the openings do not need to be protected...

Not to mention the havoc this may wreak on exterior wall ratings and height and area calculations.....


Anyone done anything like this? Just coming in to planning and zoning now so I am giving them a "heads up" on things to look out for and what I will be needing to issue the permit for the lot line move.

For an existing INDOOR mall?

I think I have heard some anchor stores owning their lot.
 
May want to consider Exception #2 in the forthcoming change to the 2018 IBC (below). See red text.

706.1.1 Party walls
Any wall located on a lot line between adjacent buildings, which is used or adapted for joint service between the two buildings, shall be constructed as a fire wall in accordance with Section 706. Party walls shall be constructed without openings and shall create separate buildings.

Exceptions:
  1. Openings in a party wall separating an anchor building and a mall shall be in accordance with Section 402.4.2.2.1.
  2. Fire walls are not required on lot lines dividing a building for ownership purposes where the aggregate height and area of the portions of the building located on both sides of the lot line do not exceed the maximum height and area requirements of this code. For the code official’s review and approval, he or she shall be provided with copies of dedicated access easements and contractual agreements that permit the owners of portions of the building located on either side of the lot line access to the other side for purposes of maintaining fire and life safety systems necessary for the operation of the building.
 
Thanks Ty...Hadn't seen that yet....Not that I am really a fan, now I have to be a real estate attorney....?
Yeah... I am still trying to figure out how I will review the access easements. I want to get our planning folks involved (more their expertise), but the code does put it directly in the BO's lap.
