2009 I-codes in Pennsylvania

Commercial job looking to reconfigure space, the proposal is to caulk and seal (make weather-resistant) the existing window, then on the inside construct an infill wall with 3 5/8" metal studs, insulation, 5/8" GWB on the inside and 5/8" black painted plywood on the window side.

Any issues?
 
might kick in fire sprinklers, if not there all ready, and building does not have required openings


Other than that why not
