Anyone know where in the code (RCNYS or IRC) it says that a crawlspace is required to have a light and an electrical outlet?

Crawlspace light and power

I have heard this being required lately and agree its not....Unless for appliance..

I looked in the code and its not if it's just a crawlspace.
E3901 does not list "crawlspace" as a location that requires outlets.
E3902.4: specifies the type of receptacles and lighting outlets for crawlspaces (but that's not to say that outlets are required there)
E3903.4: under floor spaces required to have lighting outlet if used for storage or contain equipment that requires servicing

(C) All Occupancies.
For attics and underfloor spaces, utility rooms, and basements, at least one lighting outlet containing a switch or controlled by a wall switch or listed wall-mounted control device shall be installed where these spaces are used for storage or contain equipment requiring servicing. A point of control shall be at each entry that permits access to the attic and underfloor space, utility room, or basement. Where a lighting outlet is installed for equipment requiring service, the lighting outlet shall be installed at or near the equipment.
