Deck ledger vs house floor level

I found some document on deck building saying code said that deck ledger board must be between 4" and 7.25" below floor level but I cannot find such a section in IRC 2018. Does anyone know if there is such a restriction?
 
So why would we put the ledger at a position that does not fully support the end of the joist if the walking surface is level with the floor?
We wouldn't. But a ledger can be flush with the joists and support the joists with hangers, or it can be under the joists and support the joists by direct bearing.

None of which relates to the original question.
