Define Entrance / Tenant Entrance

The access-controlled egress doors section of the IBC says that you can install this type of lock on "the entrance doors in a means of egress" and "entrance doors to tenant spaces", in certain occupancy types and all the normal criteria for release devices. Here's the first paragraph for reference:

1008.1.4.4 Access-controlled egress doors. The entrance

doors in a means of egress in buildings with an occupancy in

Group A, B, E, I-2, M, R-1 or R-2 and entrance doors to tenant

spaces in occupancies in Groups A, B, E, I-2, M, R-1 and R-2

are permitted to be equipped with an approved entrance and

egress access control system which shall be installed in accordance

with all of the following criteria:...

My question is, what is an entrance door? The section is typically applied to electromagnetic locks and I've seen them everywhere - not just on main entrance doors. What is the intent here? Do you limit mag-locks to certain door locations in your jurisdiction? I know some jurisdictions don't allow them at all but that's a different thread. Can I install an electromagnetic lock on a stair door as long as the door has a non-locking passage set to provide latching for fire, and the mag-lock releases as required for reentry? I say yes - what say you? And why?
