Design of reinforced cast-in place concrete foundation walls of buildings within the scope of part9

For foundation wall design in part 9, there are design tables for solid concrete, reinforced or unreinforced concrete block foundation walls, as well as flat insulating concrete form foundation walls. I couldn't find a design table for reinforced cast-in place foundation walls, is this type of foundation walls required to be designed according to part 4? And which clause stipulates the requirement?
 
It is required to meet Part 4.

9.4.1.1.(1) allows people to design in accordance with Part 4. Typically what we would see is there are components of the design that makes it required for someone to use Part 4 in order to meet their design objectives, but someone could simply choose Part 4 as well.
 
The other way to look at it is that if the assembly meets requirements for an unreinforced concrete stem wall, then it's compliant - even if they add reinforcing.
