Disconnect location after utility meter

Q. Commercial building with 400amp service. Utility supplied service line to their meter. Disconnect on inside of building then to breaker panels. This is the first time I have seen the disconnect inside after the service providers meter. The utiliy company sez it's up the municipality to determine the disconnect placement after their meter with most disconnects on the outside.

NEC 230.91 SEz: The service overcurrent device shall be an integral part of the service disconnecting means OR shall be located immediately adjacent therto.

The disconnect is on the back side of the meter wall in a safe location.

Would this be allowed?
 
The correct section to reference is 230.70(A)(1). This section allows the disconnecting means to be located as you decribe, assuming you have met all the criteria of the section.
 
Thank you Bryan Holland, that is what I was looking for, 230.70 (A) 1 applies to this project!
