Do I need to show wheelchair space when seating isn't fixed?

CBC 11B-221.2 says wheelchair spaces... shall be provided in areas with fixed seating. Does that mean if I have a meeting room without fixed seating, I don't need to show wheelchair spaces?

In a meeting room without fixed seating, the local fire official wants me to show a seating layout for purposes of calculating exit width.

My client wants me to maximize the number of seats, of course. To maximize it, I would leave off wheelchair spaces and show more seats (stacking chairs).

Is that appropriate?
 
Showing wheelchair spaces on the plans indicate they can be provided

The set up guys, for a function, will not see those plans. Thats an operational thing. It is not your responsibility.

Show the wheelchair spaces on the plans and allow the client to provide them, or not.

Don't stick your license in the future lawsuit.
 
To omit is to concdone and illegale action by your client. Include the code minimum.

As an assembly sapce without fixed seating it is as MH indicated a moving target for which the operator is responsible.
