Do van-accessible exceptions apply to van-accessible EVCS spaces? (California)

The exception I'm looking for using an 8' wide aisle with a 9' wide parking space as opposed to the 5' wide aisle with 12' wide parking space.
 
I don't see that exception in 11B-812.6.1.
I've been told (anecdotally, so take it with a grain of salt) that the issue is they are trying to avoid is where there's a charger that's shared by 2 adjacent stalls, and the 8' striped access aisle is so wide that the charging cable for the non-accessible stall ends up draping diagonally over the striped access aisle.
 
Are they required to be van accessible for some other reason? What I mean is if there were no EVCS would the space need to be van accessible?

Just clarifying that an EVCS is not a parking stall, just like how the space next to a gas station pump is not considered a parking stall. The "S" in EVCS stands for "Station" - - not "Stall", and not "Space".

A parking space (including a 9' van space with an 8' aisle) can happen to be equipped with a charger, but parking spaces typically do not have time limits set on the parking. But when CalGreen or a local ordinance requires an EVCS, the Station is typically time-limited: you can only have your vehicle there just as long as it takes to charge it. I know it looks like parking because the charging process takes to long - - but it's not parking.

So an EVCS cannot be a parking stall, and a parking stall can't be an EVCS. And when EVCS is provided, CBC Table 11B-228.3.2.1 says at least one Station will need to have a 12' vehicle area and a 5' access aisle.
