This wall separates the 3-car garage from the interior of the home. How often do you see tie-downs at this level? What do you think is the purpose of this installation method?

That is exactly where the trusses in the house section land. Right on that wall.

Yep...between truss and BWP uplift, no sheathing to tie down...Seems perfectly reasonable...
