Does a "crawlspace" have a use?

6 family building existing with a partial change of use. New R unit (from M) do you separate it like a common corridor or a separate use? I believe the mechanicals and electrical panels are down there...

Minimal plans and info at this time, but 2hr vs 1 hr separation makes a huge difference in an existing building....
