Does a vent opening count towards the allowable openings percentage?

Would you count the area of a vent opening or a PTAC unit at the exterior wall of a building towards the allowable opening percentages as defined in Table 705.8? Or does that table only apply to windows and doors?
 
We've always taken it as anywhere that the exterior wall is broken. HVAC openings, windows and doors (unless meeting the fire rating required for the wall), etc.
 
705.10 Ducts and air transfer openings.
Penetrations by air ducts and air transfer openings in fire-resistance-rated exterior walls required to have protected openings shall comply with Section 717.

Exception: Foundation vents installed in accordance with this code are permitted.
