Does an 18" high stage need edge detection?

I'm designing an outdoor amphitheater stage for a school project, and it's a cast in place elevated stage that is 18" AFF. Are the edges of the stage required to have any type of fall protection or cane/ edge detection?
 
This indicates a guard rail is not required at a stage, and also not required in this situation since the raised platform is only 18" measured vertically from the grade below. I am in California, and someone mentioned school stages always have edge protection around them. However, I can't find any code section supporting the need for this. Does anyone have any further information regarding edge protection/ cane detection needed at stages?

#1 the stage is not on an accessible route.
#2 If the person is a cane user, they can detect the edge with the cane, the same way they do with a curb at the sidewalk.
#3 Cane or edge detection is not fall protection. If anything it could cause non-cane users to trip and fall.
#4 I cannot find anything in the State code or Federal Standards that require it. I would Contact the DSA
