Does elevator fall under energy code?

Hi there, we are installing an open platform elevator that will not have ac nor heat inside. I have attached plans below. Does it fall under building energy codes or are we exempt from them?

The Elevator will be in the open, attached to an open-air platform, not attached to a building or parking garage, or any other enclosed structured.

Three of the walls will have a stucco exterior and the remaining side will have a glass façade with aluminum store front framing for its entire height.

Any information you can provide or guide us would be much appreciated!

If you are not apply energy to heat or cooling the elevator car then the energy code does not apply to that, the electric motor may need to be calculated in to the building energy load.
