Does IBC require occupant notification in an S-1 or S-2 parking garage?

2015 ICC codes are applicable and the garage type in question is a non-high-rise, multi-level free standing public parking garage; enclosed or unenclosed doesn't matter. Theres no section in 907 for S occupancies and 406.6 doesn't have any requirements for a fire alarm system. I'm racking my brain over this even though it seems so straight forward.
