Does parapet wall needs insulation?

I am working on an apartment building. The parapet wall is 5' tall with diagonal braces to support the parapet wall. In my previous company we insulated the parapet wall and the triangle space under braces to avoid condensation. Otherwise, I was told that each bay needs a small vent. Is that correct?
By the way, this is a 1 hour type V building. Does the parapet wall needs to be1hr rated? It is far away from property line.

Maybe this post on the forum will be helpful:

So your triangular space is kind of like a very large cant strip that covers the angled braces? One way or the other I don’t think I would have insulated the parapet or triangular space with insulation, I would think just the flat part of the roof defined by the framing members would be insulated.
