Dog training facility Occupancy?

Type III B building, 2 stories, 11,000 sq ft per story, Non-sprinklered

Proposed use is a dog grooming and retail on the 1 st floor

2nd floor is one 11,000 sq ft space which the owner would like to use as a dog training and exercise facility. The architect is questioning if this could be an "A" occupancy similar to a gymnasium. I am leaning towards a "B" use "Training and skill development not within a school or academic program" on the upper floor and a mixed B & M on the lower floor.

The previous uses where auto parts when constructed and then a pawn shop. So a consistent "M" use

What are your opinions?
 
I did a Kennel/Dog Training facility multi story a while back and came to the same conclusion as mt. mixed M and B on the lower floor and B on the second floor.
