Door maneuvering clearance but no turning space required.

A small office in a suite is required to be accessible to enter and exit per IBC 1103.2.2 as an employee work area. The office is so small that there is no turning space within the space but ANSI 117.1 does not appear to require it. But, apparently a maneuvering space is. I am left with requiring a maneuvering space for a forward approach to a door that a person in a wheelchair can't turn and approach?? Am I missing something? Not sure the 1000sf exception for circulation path applies here. (1104.3.1).

This has always confused me. One must allow entry into the employee workspace but not be able to use the space (they have to back out).
 
Desk is the built in counter space....which is obstructing the maneuvering space. REALLY feel silly telling them to provide a maneuvering space for a person who cant even approach the door.
 
Simplest solution is to have them leave out the built-in desk portion on the left side for the required depth of the approach.

Once they are in and the inspections are done, what they do after that is up to them.

I agree with it being silly, but the flip side is why it's a requirement.
 
Yes, from a wheelchair user it does seem illogical. However, you have to remember not everyone with a mobility disability is in a wheelchair (i.e., people using canes and walkers). Those people can enter and turn around, but they still need the extra space to be able to operate the door while staying clear of the door swing and holding on to their devices.
