Door on Accessible Urinal Stall

In this men’s room there are 2 water closets, and one urinal. One of the two water closets is accessible. This is in a public library. There is a 24” door to the urinal.

1) Is this urinal required to be accessible?

2) is the current urinal setup compliant?

Why or why not?

Here is my take...

1) The urinal is not required to be accessible as per Exception #4 to IBC Sec. 1110.2 (below). Given only a single urinal is provided, accessible use is not required per the IBC's scoping.

2) The urinal pictured appears to be set low for accessible use (17" max per A117.1-2017 605.2). Per A117.1-2017 605.3, a clear floor space for forward approach shall be provided. Thus, a 30" wide by 52" deep space (see A117.1-2017 305.3.1) space is required; looks like this is provided but cannot tell for sure. Per A117.1-2017 305.6, one full, unobstructed side of a clear floor space shall adjoin or overlap an accessible route. Given that the door is 24" wide, not the requisite 32" required by A117.1-2017 404.2.2, an accessible route does not adjoin, unobstructed the clear floor space. Therefore, the urinal compartment is non-accessible.


2021 IBC 1110.2 Toilet and Bathing Facilities

Each toilet room and bathing room shall be accessible. Where a floor level is not required to be connected by an accessible route, the only toilet rooms or bathing rooms provided within the facility shall not be located on the inaccessible floor. Except as provided for in Sections 1110.2.4 and 1110.2.5, at least one of each type of fixture, element, control or dispenser in each accessible toilet room and bathing room shall be accessible.
Exceptions:

  1. Toilet rooms or bathing rooms accessed only through a private office, not for common or public use and intended for use by a single occupant, shall be permitted to comply with the specific exceptions in ICC A117.1.
  2. This section is not applicable to toilet and bathing rooms that serve dwelling units or sleeping units that are not required to be accessible by Section 1108.
  3. Where multiple single-user toilet rooms or bathing rooms are clustered at a single location, at least 50 percent but not less than one room for each use at each cluster shall be accessible.
  4. Where no more than one urinal is provided in a toilet room or bathing room, the urinal is not required to be accessible.
  5. Toilet rooms or bathing rooms that are part of critical care or intensive care patient sleeping rooms serving Accessible units are not required to be accessible.
  6. Toilet rooms or bathing rooms designed for bariatrics patients are not required to comply with the toilet room and bathing room requirement in ICC A117.1. The sleeping units served by bariatrics toilet or bathing rooms shall not count toward the required number of Accessible sleeping units.
  7. Where permitted in Section 1108, in toilet rooms or bathrooms serving Accessible units, water closets designed for assisted toileting shall comply with Section 1110.2.2.
  8. Where permitted in Section 1108, in bathrooms serving Accessible units, showers designed for assisted bathing shall comply with Section 1110.2.3.
  9. Where toilet facilities are primarily for children's use, required accessible water closets, toilet compartments and lavatories shall be permitted to comply with children's provision of ICC A117.1.
 
To be accessible, the doorway shall be 36” in the clear. The urinal might not meet minimum dimensions. Is there a floor drain?

605.2 Height and Depth

Urinals shall be of the stall type or shall be of the wall hung type with the rim at 17 inches (430 mm) maximum above the floor. Urinals shall be 13 1/2 inches (345 mm) minimum in depth measured from the outer face of the urinal rim to the finished wall surface.

605.3 Clear Floor Space

A clear floor space positioned for forward approach shall be provided.

305.3.1 New Buildings and Facilities

In new buildings and facilities, the clear floor space shall be 52 inches (1320 mm) minimum in length and 30 inches (760 mm) minimum in width.

305.3.2 Existing Buildings and Facilities

In existing buildings and facilities, the clear floor space shall be 48 inches (1220 mm) minimum in length and 30 inches (760 mm) minimum in width.

305.6 Approach

One full, unobstructed side of a clear floor space shall adjoin or overlap an accessible route or adjoin another clear floor space.

404.2.2 Clear Width

Doorways shall have a clear opening width of 32 inches (815 mm) minimum. Clear opening width of doorways with swinging doors shall be measured between the face of door and stop, with the door open 90 degrees. Openings more than 24 inches (610 mm) in depth at doors and doorways without doors shall provide a clear opening width of 36 inches (915 mm) minimum. There shall be no projections into the clear opening width lower than 34 inches (865 mm) above the floor. Projections into the clear opening width between 34 inches (865 mm) and 80 inches (2030 mm) above the floor shall not exceed 4 inches (100 mm).
Exceptions:

  1. Door closers and door stops shall be permitted to be 78 inches (1980 mm) minimum above the floor.
  2. In alterations, a projection of 5/8 inch (16 mm) maximum into the required clear opening width shall be permitted for the latch side stop.

Agree with no...There is no min. height though? Or did you mean set low for accessible use?
Yes, I meant that they appear to have set the urinal at a lower height in an attempt at complying with the height limit for accessible use.
 
So let's recap.

  1. Since there is only one urinal, it does not have to be accessible.
  2. Since this does not have to be accessible, it is compliant.

Does everyone agree?
 
Agree. Nothing out of the ordinary for compliance with IPC 405.3, which would be my only other thought.
