Drinking Fountain Protruding Object

I hate top be that "well, actually..." guy, but unfortunately ADAS 602.2 requires knee and toe space at all designated accessible fountains, including the "standing persons" drinking fountain in 602.7. The only exception in 602.2 is for children's drinking fountains.

Of course ADAS 211.3 says that once you exceed the minimum number of required accessible fountains, you only need 50% of the excess accessible (say that 10x as fast as you can!).
Well actually...

602.1 General. Drinking fountains for persons using wheelchairs
shall comply with Sections 602.2 and 307. Drinking
fountains for persons who are standing shall comply with
Section 602.3 and 307.


Nothing in 602.3 on knee space....like 602.2.1 has for wheelchairs....

602.3 Drinking fountains for persons who are standing.
Drinking fountains for persons who are standing shall comply
with Sections 602.3.1 through 602.3.4.
602.3.1 Operable parts. Operable parts shall comply with
Sections 309.3 and 309.4.
602.3.2 Spout outlet height. Spout outlets of drinking
fountains shall be 38 inches (965 mm) minimum and 43
inches (1090 mm) maximum above the floor.
602.3.3 Spout location. The spout shall be located 5
inches (125 mm) maximum from the front edge of the
drinking fountain, including bumpers.
602.3.4 Water flow. The spout shall provide a flow of
water 4 inches (100 mm) minimum in height. The angle of
the water stream from spouts within 3 inches (75 mm) of
the front of the drinking fountain shall be 30 degrees maximum,
and from spouts between 3 inches (75 mm) and 5
inches (125 mm) from the front of the drinking fountain
shall be 15 degrees maximum, measured horizontally relative
to the front face of the drinking fountain.

And that’s why I hate to be the guy that says “well, actually”, because - well, actually I was wrong.

It's OK...we all do it.....that is 2017 and to be honest, I am not sure what was there in 2009....The "hazard" of remembering code or spouting it off the top of our heads...
