Drive through attached garage for EMS

In the section on enclosed parking garages, it gives the description that an enclosed parking garage is any garage that does not meet the definition of an open garage. So, if you can't call it open by definition, then it must be enclosed.
 
This becomes a judgement call. If the doors can be closed then it becomes an enclosed garaged. The exceptions under 502.14 are specific if one is applicable than it would comply with the spirit of the code.

No, doesn't meet the definition of open parking garage.
