Last I checked an apartment/condo unit is a single dwelling unit by definition

[A] DWELLING UNIT. A single unit providing complete, independent living facilities for one or more persons, including permanent provisions for living, sleeping, eating, cooking and sanitation.

One and two family dwellings would apply to the entire structure, a single family house or twin home, or a townhouse constructed to meet IRC requirements. An apartment building is a multi family structure. Dwelling has a different definition than Dwelling Unit:

DWELLING. A building that contains one or two dwelling units used, intended or designed to be used, rented, leased, let or hired out to be occupied for living purposes.

If a structure contains three or more townhouse units, it is obviously not a one- or two-family dwelling. Therefore, the exception highlighted by mtlogcabin would not apply if the structure contains three or more townhouse units (dwelling units).
