When you are in a coastal area, or in an unstable soil area where there can be settling below a slab (slab supported by piles and grade beams) you have to keep the DWV from changing pitch during settling. This is one way to do it.

Do the supports and rod extend thru slab to interior wall?
Do Florida inspectors complain about rebar that lacks impalement protection?
My guess is that they lock into the slab. The rods are long so if bent 90° there would be no pulling them out of the slab. Considering the load, the hardware appears way more robust than required. Of course it has to last for a long time. Shirley being big, it'll rust away for years before disappearing.

Not sure I like the rebar protruding from a pile of ????, hopefully there is concrete
