Egress Balconies 1021.2 Wall Separation

Balcony with stairs at each end, no protection required for adjacent windows to the balcony & stairs for a building not more than 2 stories....correct?

1021.2 Wall Separation exception, if an exterior balcony has stairs at each end no separation or opening protection is required. The balcony is also to comply with corridor requirements...

1021.1 corridor exception also applies - no separation or protection required adjacent to exterior wall.

1027.6 Exterior stairway protection- Exception 1, < 2 stories not required.

Note: this question is for a different building than the building image diagrammed in the other post.
 
The guardrail/handrail will run right past windows, so, an additional requirement of safety glass.

1027.6 seems new to me, that a 2 story building can have stairs run right past windows with no protection/ratings. Has protection been required before, or in other codes?
