Egress from 2nd floor of duplex to stair core

I had a question regarding egressing to a stair core from a duplex. If you have a rooftop layout like the janky bluebeam sketch I've attached, where Unit A and Unit B both have their own interior circulation with separate terraces, does Unit A's 2nd floor residential component need access to the stair access on the roof, or is their own internal circulation sufficient as long as it doesn't exceed travel distance on the 1st floor? I'm specifically curious about NYC multifamily over 4 stories.

Building will be sprinkled - Not necessarily asking about a specific project right now, but this parti has come up in the past and the design was never implemented. Would be great to know going forward!
 
One scenario I am thinking

If either unit can get onto the roof,,, I am thinking they need access to the stairwell
