Egress Into Open Air Courtyard from Second Floor

I'm currently designing a restaurant that is landlocked on all 3 sides. It's only 25' in width, 66' in length, and we plan to build to the property line. This only allows for one accessible means of egress to exit out of the building into the public right of way. I'd like to put a basement and a mezzanine/2nd floor.

The front half of the ground floor and all of the second floor would be open to the sky above.

Can an accessible means of egress from a basement (49 occupants) and a second floor / mezzanine (49 occupants) discharge into an outdoor dining courtyard that is also under 49 occupants? If not both, then just the second floor.

Ideally I would like to have a separate entrance into the basement, and one entrance/exit into the ground floor serving both GF and LVL 2

The sketch below is a little outdates as it shows 2 egress to basement and 2 egress from mezzanine, 1 from each both leading to a stairwell and fire rated corridor, but I have learned that you cannot use a fire rated corridor as an entrance.
