elec panel along steps

Is there specific language that prevents the location of an electrical panel along a set of steps?

Wording either addressing level working space or other?

Code sections please.

2009 IRC

E3405.4 Location of working spaces and equipment.

Required working space shall not be designated for storage. Panelboards and overcurrent protection devices shall not be located in clothes closets, in bathrooms, or over the steps of a

stairway.
 
IRC2006 E3305.4 same but does not state anything in regards to steps. Most likely this install was prior to the IRC2006. Looks like the IRC2009 does not allow it as rogerpa has posted.

Will this be a new service install?

Correct, the prohibition to having overcurrent devices located over steps was a new change to the 2008 NEC and the 2009 IRC.

I don't think a mid-rise landing would be a violation, assuming all required working clearances were in place, not encroached by handrails........etc.
 
I agree with fatboy, a mid-level landing would be an acceptable location provided that the working space requirements are met.

Also the prohibition to locating overcurrent devices over steps of a stairway apply equally to both residential and commercial applications.

Commercial would be limited by the language in the building code for vertical exit enclosures. 2006-ed

1020.1.2 Penetrations. Penetrations into and openings

through an exit enclosure are prohibited except for required

exit doors, equipment and ductwork necessary for independent

pressurization, sprinkler piping, standpipes, electrical

raceway for fire department communication systems

and electrical raceway serving the exit enclosure and terminating

at a steel box not exceeding 16 square inches (0.010

m2). Such penetrations shall be protected in accordance with

Section 712. There shall be no penetrations or communication

openings, whether protected or not, between adjacent

exit enclosures.
