These low voltage panels are consistent with one thing. A deep cut in box for the receptacle and no ground during rough in. Deep cut in boxes are not easy to ground unless you 1) have long skinny fingers or 2) are smart enough to remove the one of the sides to put the ground in the back and then put it back on (they are gangable so yeah, they do this).
Anyway, it has been my experience that at least 80% of the time, the box is never grounded, therefore the metal enclosure is never grounded either. Trivia.........Do the manufacturers require the enclosure be grounded?
