Electrical Violation Thread NEC

OK, here is another one from today. The job is not complete but what is done has a problem just like the last one. The violation is not what you don't see and have questions about, it is about what you can see that should be obvious. This is a sub-panel coming off of a generator that already has a built in OCPD. Think Basic....

I can't tell for sure, but it looks as though the neutral buss is connected to the enclosure through the black wire on the left side. Not permitted in a sub-panel.
