Elevated door to garage storage

Garage has storage above. Draft and framing is for Double 2/6 actual door in the gable end above garage and overhead doors. As of now, the rough opening is framed at the level of the storage floor, which is about 13' above grade (essentially a 2nd floor) and therefore a fall risk.
Idea is too be able to store large items above garage in unconditioned space. I want to be able to lift objects with tractor bucket and slide into storage space. This entrance would be similar to a large 'hay' door in the gable end of a barn but in this case it's set up for an actual exterior double door.
How can this door be made code compliant without putting deck in front of elevated door?
