Elevator Access to Apartment inside Business Occupancy

I'm working on an existing building which currently has no elevator or lifts. My client wants to add an elevator that will serve the two business floors and the residential apartment. There is a shared lobby to access the door to the apartment stairs and a door to the business space, but the only way to achieve the single elevator is to have the apartment residents enter the business space for access to it. Is this even allowed by code? It seems like it shouldn't be, but I can't find the reference. Any help would be greatly appreciated. Thank you.

Feasible....as long as access is not restricted...Details will be important...

It's permitted. The building code doesn't establish security requirements if that is the concern. Just program the elevator to access the residential floors only by use of a fob, card, or passcode.
