2012 IBC; Virginia deleted Sections 713.14.1; Elevator Lobby & 713.14.1.1 Areas of Refuge

Are Exit Access Stairways in accordance with Section 1009.3 exception 3, prohibited in (non-required) elevator lobbies? Quote section please.

(Looking ahead I notice the 2015 IBC change the language from buildings to occupancies with only B and M.)
