Elevator needed: sprinklered ,~6000sf, 3 story, Type VB, R-2

We have a sprinklered ,~6000sf, 3 story, Type VB, R-2 in Texas w/ the following footprint.

We're trying to determine if this building needs an elevator or not.

Our client has a done a similar ~6000sf 3 story Type VB, R-2 in the same area, and the AHJ did not require an elevator.

Per our reading of 206.2.3 it doesn't look like we would qualify for any of those exceptions.

Are we missing something?

We've been trying to get ahold of the AHJ, but you know how that goes.

Is this an apartment or a motel? The Texas standards look like the 2010 ADA Standards for Accessible Design, which apply to public accommodations and commercial facilities. Apartments fall under the HUD Fair Housing Act, which does not require an elevator to serve units on upper floors. The IBC pretty much incorporates both of these standards.
