Elevator Recall

Per 3003.2 of the '09 IBC elevator recall is required per ASME A17.1. I do not have a copy of the ASME.

Building is not sprinklered. Occupancy is a B. There is a fire alarm system. Elevator serves (2) floors, grade level, and (1) story above grade level. The elevator serves upper exterior covered access to suites. I do not know if the fluid used to operate the elevator is combustible.

Is a smoke detector, or heat detector required at the top of the elevator shaft for elevator recall?

In other words, is elevator recall required?
