Elevator required for Fraternity

For a 2 story fraternity on a flat site, are we limited to a 3000 sf Second Floor if we provide the required ADA room(s) on the First Floor? Per 1104.4 it would seem so. But, if the 2nd Floor doesn't have Type A or B rooms, as allowed by 1107.7.1, would 1104.4, Exception 2 allow an increase of the Second Floor beyond 3000 sf? 2012 IBC. The logic seems a bit circular to me, but Exception 2 specifically cites 1107.
 
Your issue is not only a code issue, it is an ADA issue. Non-accessible rooms on second floor deny the disabled the opportunity to visit those rooms. Is this a private university?
 
If you meet the requirements of exception #2 to 2012 IBC Section 1104.4, you are not required to also meet the 3,000 square feet limitation to exception #1 of that same code section. GPE
