Emergency Elevator Communication Systems for the Deaf, Hard of Hearing and Speech Impaired & Existing Buildings

I'm working on a project in California under the California Building Code. We're doing tenant improvements for 80% of the building on 4 floors. Is upgrading the emergency communication system to the new visual system per 3001.2 required as part of the path of travel upgrades or would that only be required when they modernize the elevators? Currently we are replacing the finishes and upgrading the sensors for the doors.
