Had a revision due to existing obstructions, proposing the attached layout for the w/c stall. Would this be an encroachment issue in accordance with IBC 1005.7.1 (2012)? Def. of MOE is "any occupied space". But looking at all of the definitions and commentaries I am a little puzzled by this.

2982-db592f2266e4104bb38d04adff1161cb.jpg I don't know what you are asking, but I would swing the accessible stall door 180 degrees, from where you show it.
User will need to turn around close the door to get out....
 
Yes, I saw the maneuvering clearance issue, but I also want to let them know this is an egress issue as well, if it is.
