Energy non-compliance, ducts and Bilco doors

For whatever reason, (that made no sense when you see the layout) the duct leaves the inside of the basement and goes through the foundation into the Bilco door opening then back into the basement.

The R4.2 in the unconditioned basement (outside the thermal envelope) and the attic was also a mystery.

Oh, I forgot. There was no permit and we found out this was done 2 years ago. Both an attic and basement furnace/AC was added to this house.

"I had a buddy that did HVAC for a summer. The PA code said homeowners can do whatever without a permit. I did it myself I swears."

LOL....The UCC says a homeowner can do ANYTHING themselves without permits, including giving a buddy beers to help with some HVAC....gotta love it!

Now if it was done by a contractor, issue unsafe equipment violation notice with corrective notice.
