EV Charger location / protection vs. vehicle space

The CBC code sections/diagrams below imply to me that an EV charger should be on the same elevation as the vehicle space and that the user ought to be able to wheel the charging cord into the vehicle space, not separated by a curb. But 812.5.3 also mentions a curb as a possible way to provide a barrier that keeps the vehicle from intruding into the accessible route.

Q1: Is it appropriate to have a curb that separates the EV charger from the vehicle space?
Q2: Is their some minimum and maximum recommended spacing of bollards if they are provided?

11B-812.10.4 EVCS Location

EV chargers shall be adjacent to, and within the projected width of, the vehicle space being served.


11B-812.5.3 EVCS Relationship to Accessible Routes​Vehicle spaces and access aisles shall be designed so that when the vehicle space is occupied the required clear width of adjacent accessible routes is not obstructed. A curb, wheel stop, bollards or other barrier shall be provided if required to prevent encroachment of vehicles over the required clear width of adjacent accessible routes.

 
If the charger is on a raised platform, like on a curbed sidewalk, but the charging cable and all the controls are at accessible heights, is that ok?

What's this "wheel the charging cord into the vehicle space" all about? All EV charging stations I have seen are like gas pumps, with a heavy electrical cable instead of a gas hose, and a plug instead of a dispensing nozzle. I have never seen a charging apparatus that required wheeling anything to the vehicle.

I think he meant using a wheelchair to charge an EV.

Dedicated EV station spaces may have similar size and aisle requirements to accessible parking stalls, but they are NOT accessible parking stalls, and should not be in the accessible stalls. As long as the equipment falls within reach ranges measured from the pavement, there's no issue.
