Existing R-1 occupancy, Level 2 alteration, accessibility?

Given an old hotel (pre ADA) that wishes to add a counter to each of 70 rooms for a small sink and microwave & dorm fridge...level 2 alteration per 2015 IEBC extension of systems (plumbing & electrical)...this would obviously include level 1 requirements as well...Would this require 4 of the existing units to be made accessible per sec 705.1.7 and type A units (with visual alarms) per 705.1.8?
