Exit passageway Vs. Accessible means of egress.

I know the intent is the same, but I don't find exit passageways listed in my 1007 or the newer 1009 for AMOE. Just "stairways within exit enclosures"....

Situation: 4 Story apartment building(s) separated by firewalls. Every building is using the firewall as a horizontal exit into another. For the second exit in this building, at the ground level, there is an exit passageway that connects the stair to the exterior. Problem is, there is a grade issue where they have a few more steps before they get out side. I don't think it is a huge concern, but do I need to then separate the mini stair from the passageway and does the passageway technically count as an AMOE like a stair does in a sprinklered building?

Would say look at the requirements of a horizontal exit

If I will learn how to copy and paste again would put section for all to see
 
Would say yes, because the passageway is a stair laid on its side. Once in the passageway you are outside
 
I am still using 03, but looking forward is OK too...That is similar to 03, in that exit passageways are not specifically referenced. The stair is, but not the passageway that is allowed to connect the stair to the exterior. I have people entering the passageway on the "grade" level, but there is not access to an accessible discharge, just a passageway with stairs. Which in the scheme of things is really a vertical exit enclosure...
 
1007.2 Ormtinunty and compl!J)lI1lell1lts. Each required accessible means of egress shall be continuous to a public way and
shall consist of one or more of the following components:
1. Accessible routes complying with Section 1104.
2. Stairways within exit enclosures complying with Sections
1007.3 and 1019.l.
3. Elevators complying with Section 1007.4.
4. Platform lifts complying with Section 1007.5.
5. Horizontal exits.
6. Smoke barriers.
Exceptfimlls:
1. Where the exit discharge is not accessible, an exterior area for assisted rescue must be provided in accordance
with Section 1007.8.
2. Where the exit stairway is open to the exterior, the accessible means of egress shall include either an area of refuge in accordance with Section 1007.6 or an exterior
area for assisted rescue in accordance with Section 1007.8.

I have other doors entering mine...The upper stair is separated but the "lower" stair is not. My logic is why isn't the passageway just treated like a landing in the stair...? You could have a stair with 3 egress doors onto the same landing and that would be fine...If the 2 hr fire barrier is constructed properly, that is all that should matter...
 
I will post some pics on Monday...Probably not the best idea to get into this late on Friday. Stairs come down 4 stories to grade. "terminate" there. Door into exit passageway. People on grade floor also egress into exit passageway. Exit passageway extends 30' maybe to stair (4 risers) within exit passageway and down to discharge...

Can this exit passageway serve as the second AMOE for the grade level? It is not specified in 1007 or the newer 1009, but it is pretty much the same construction as the stair which is specifically allowed.
