Exterior Deck at Mezzanine Level

Greetings - we are designing a multi-story, multi-family project, and have at the top level a row of loft units with mezzanines, per IBC 2018. We are considering including exterior decks accessed by and at the same level as each mezzanine. My question is; should the area of the deck count as part of the area of the mezzanine? (Note - no roof over the deck).
