Exterior exit stairs from a basement level

Given the following:

1 - A multi-story commercial building with a basement level.

2 - Two exits are required from each level, including the basement level.

3 - One of the required basement level exits is an exterior stairway to the street level grade. This stair is open to the sky and is bound on two of its sides by retaining walls.

What would be the appropriate code section for these stairs to be designed to? If an exterior exit stairway according to IBC 1027, how could these stairs comply with the open required side required by section 1027.3? There is no roof over the stairs, so smoke will vent upwards, but section 1027.3 doesn’t mention that as a possible ‘open side’ that can be used.
 
Can you claim the sides are required structural elements?
Yes, there is the basement level exterior wall of the building where the exit door is, and the other two sides around the stairs up to (street level) grade are 12 foot tall retaining walls.
