Exterior Spiral Stair - non-required (WI)

So this was tossed my way this afternoon and I am trying to place the correct compliance

A Botanical Garden near Milwaukee WI, the designers have this outside gazebo structure that has a kids slide out the one side at 11 o'Clock

Then to save the parents time from walking around the pathway to the lower level , they have set this spiral stair at the 8-9 o,Clock position to allow quick descent to reach the kids.

So my question is more about its use and compliance for the location, as I see it as being part of the amusement feature maybe or not.

of question is its use, 42 guard yes, however handrails both sides or one and minimum width?
