Exterior Stair landing

I cannot find a code section that requires a hard landing at the termination of the stairs. The situation is this, the stairs are on the exterior and the bottom treads rest on and are supported by dirt, there is not a level landing. We are using the 2012 IBC. Any help would be appreciated.
 
For existing buildings I would use IBC Chapter 34 section 3401.4.1 or the IEBC comparable section below;

401.2.1 Existing materials. Materials already in use in a building in compliance with requirements or approvals in effect at the time of their erection or installation shall be permitted to remain in use unless determined by the building official to be unsafe per Section 115.
