If this door is now one of the required mean of egress from this space, these stairs would not meet code, correct? It seems to me that this would be a component of the path of egress to the public way and it does not have a landing and therefore would not meet code. Thoughts? Options to remedy would be extend out and get a full landing or use the curb as the final riser and extend the handrail?

Uniformity provisions would preclude you from using the curb as the bottom step.
 
Why are they already not an MOE? And therefore existing to remain? What is the work that requires them to be upgraded?
they currently have a sidewalk that leads to a ramp, but the building owner is cutting out all the grade to the right to add more dock positions and therefore losing the compliant path.
 
701.2 Conformance. An existing building or portion thereof
shall not be altered such that the building becomes less safe
than its existing condition.
