Fabric Fire Rating

We are doing a window seat in a commercial (group B) office. I understand that fixed fabrics have to be fire-rated, but do we have to have fire rated fabric on the moveable pillows? I am in Pennsylvania
 
I would say no as CBC 806.2 (California) not certain about Penn, allows Group B to have up to 10% of the wall area for fabric hangings and similar combustible decorative materials (pillows?). I would check with Fire in case they have something more restrictive.
 
There is a definition in Chapter 2 for decorative materials. The basic requirement to be considered a decorative material per the definition is "applied over the building interior finish..."

I would not consider pillows to be decorative materials per this definition.
