Working in Florida. Can someone explain why a shower is not allowed next to a toilet? Is it due to the 36" depth and that a lavatory, any other fixture, etc. cannot project more than 24? or another reason?

You might be able to locate a shower next to a toilet if you increase the toilet recess width to 48" and locate the toilet 18" from the wall to comply with the 48" x 66" clear space requirement.
 
so its the depth of the shower at 36" deep, which is more than the 24" max dim on the ACCEPTABLE diagram, that is the issue, NOT the fact that there is a shower next to the toilet then?
 
It would appear - the text states "...any other fixture" which I would take to include a shower may not encroach more than 24"
