fines/fees allocated for FD training

Has anyone heard of a section in the Fire code, or other code, that allows 10% of the fines and fees collected by the FD to be allocated for training?

I’ve been unsuccessful in locating anything.

Try your state or municipal codes ---- This was a common occurrence in Fla..... Not sure if it state driven or what --- This state also required building departments to be self sustaining--- which has let a lot of people go because the funds could not support the cost of staff.
 
Most "fees" are set at the local level and if they are set aside to pay for specific items (training) or go into the general fund would be a local issue. "Fines" are usually the discretion of the court and generally wind up in general fund. You should establish administrative investigative cost that your department would bill to the violator. The court would not have the authority to "waive" or reduce these direct cost and they would be payable to the FD thus you would be showing a revenue for you time spent.
